Pokemon main antagonist

The oly article from the old Stinkolair I wrote myself that I decided to salvage:

Those trainers out in the field are working for someone. Random Encounters are not so random. They all want to hurt you, but why? There is a single main antagonist of all of the pokemon games. Think about it. Who is in every town of every game? That's right: Nurse Joy.
She pays all of those trainers to challenge you. all of those pokemon are hers. Every time she heals your team she gets money, so she has a reason. She is the main villain. Giovanni, Archie, Maxie, Cyrus... all her officers.

"We hope to see you again!" Yes. of course you do...
